The problem appears to be in the Filter. It's impossible to say more from an anonymized plan. If you can, please upload a non-anonymized version so we can see plan details and the query text. Running the query from Plan Explorer instead of importing the sqlplan file from SSMS could show useful extra performance information too. If you still have the plan from SQL Server 2008 that'd be great too, for comparison purposes.
